On April 10, the São Tomé CIU (Citizenship by Investment Unit) circulated an internal memo to authorized agents. Two changes:

First, identity card and passport issuance moved to fully remote video verification. Applicants no longer need to fly to São Tomé for in-person fingerprint enrolment. The whole identity-verification step happens in a video conference.

Second, applicants holding three or more nationalities are temporarily suspended. The CIU's exact wording is "temporary suspension." A reopening date has not been announced.

For two very different client groups, those two lines mean opposite things. One group sees the door swing wider open. The other sees it shut for now.

Late April, a Shenzhen client I'll call J flew over to my home in LA. J is 50, runs a family-office desk, and already holds two passports — a Chinese passport plus Saint Kitts (which I helped him obtain in 2018). He wanted to add São Tomé to build an Asia-Africa channel. On day three in California, he saw the April 10 memo and called my office directly: "Ken, I already have two. Adding São Tomé makes three. Will the new rule lock me out?"

What the April 10 memo actually changed

Item one — fully remote video verification — is a real expansion of the window:

• Identity card issuance now happens via real-time video verification: face, document, live conversation with a CIU officer.
• Passports are printed and couriered to a client-designated address worldwide.
• No more São Tomé in-person trip. This is the biggest improvement since the first Chinese-applicant approval in January 2026.

Item two — three-nationality suspension — is a real tightening:

• The April 10 memo specifies that applicants holding three or more other nationalities are temporarily suspended.
• The pause applies only to new applications. Files already in the pipeline are not affected.
• The suspension is temporary. No reopening date is published. The industry whisper points to 6 to 12 months.
• The real reason: CIU due-diligence capacity is finite, and three-nationality cases require longer DD chains.

Who the three-nationality pause actually affects

Typical impacted profiles:

• Holders of China plus Hong Kong SAR plus Singapore PR (note: HK travel permits and Singapore PR are not nationalities, but CIU asks during DD)
• HNW veterans with China plus two or more Caribbean passports such as Saint Kitts, Dominica, Antigua
• Holders of China plus a Canadian or Australian PR plus a third Caribbean passport (PR is not a nationality, but CIU does inquire in practice)
• Three-passport configuration players holding China plus Turkey plus a Caribbean

Profiles not affected:

• Anyone holding only a Chinese mainland passport — the rule does not apply
• Anyone holding China plus one other passport (two passports total) — you sit just inside the new rule
• Three-passport applicants already in the pipeline — locked under the old rule, file continues

What I told a "two-passport, going for a third" client like J

J · 50 · Shenzhen family-office desk · already holds China plus Saint Kitts (I ran the case in 2018) · core assets in tech-investment fund LP positions plus a U.S. equities and bond portfolio · drivers: build an Africa and Lusophone-world channel, lay groundwork for the third generation's education. Family: spouse 47, son 18 (already in U.S. undergrad), daughter 16.

Ken's call: J is at two passports. Adding São Tomé pushes him to three — right on the edge of the April 10 rule. My plan for him is "submit immediately, lock the old rule": file the materials in May, get accepted under May rules, run the 6-to-8-month cycle, target receipt before end of 2026. If he hesitates until June, the CIU is likely to make the three-or-more pause permanent in the system and his case sits for at least six months. After 11 years in this work, when a client's profile and a policy window line up at the edge like this, the optimal move is a one-week decision and an immediate filing. Not the most expensive, not the cheapest, only the most appropriate — for a client who already has Saint Kitts, São Tomé is the most appropriate third passport right now.

The hidden upside of the video verification reform

What the April 10 fully remote video verification means in practical terms:

• The old workflow required one trip to São Tomé. Add economy flight plus hotel plus jet-lag recovery and you spent 7 to 10 days and USD 3,000 to 5,000 of real time and money.
• The new workflow is a one-hour video call. Done from California, Shenzhen, Shanghai or Beijing.
• For a Chinese client based in the U.S. or Europe (J's profile), this finally delivers "second passport without leaving the country you live in."
• São Tomé is currently the only one of the nine where the entire process can be done this way.

Compared with Nauru

Nauru also sells "fully remote" — USD 90K with the cap closing June 30. My standard answer to clients is the same: Nauru's DD is too strict. We do not recommend it. Redirect to São Tomé. Reason, as I have said before — multiple clients paid the USD 5K DD fee, got rejected, and the fee was non-refundable. São Tomé is the same price, same speed, the first Chinese-applicant batch is already through, and fully remote already in production. The choice is straightforward.

Q&A · what real clients ask

Q: I have China plus Saint Kitts. If I apply for São Tomé as a third, will I be rejected?
A: As of May 2026, holding two and applying for a third sits on the edge of the April 10 rule. The CIU language reads "applicants holding three or more other nationalities are suspended" — meaning the count is taken at the time you file. If you currently hold two, applying for São Tomé as a third is theoretically still in window, but tightening fast. Filing in May to lock the old rule is the safer move.

Q: Is fully remote video verification reliable? Could the passport be questioned at customs later?
A: As of May 2026, after the April 10 official launch, more than 30 passports have been issued via remote video verification. The flow includes a CIU officer's live recording, original-document comparison, and a judicial witness (provided by a licensed agent like us) — three-party records. The probability of customs trouble is very low, provided the file went through a licensed channel. If you bought a "cheap remote channel" off Telegram, I cannot vouch for it.

Q: Once I have a São Tomé passport, can I travel to the EU and the U.S. visa-free?
A: The visa-free list does not include Schengen, UK, U.S. E-2 or China — those four core destinations all require regular visas. The real travel value of São Tomé sits in the Lusophone world (Brazil, Portugal residency fast track), African networks, and small-language Asia and Africa countries. If your goal is "passport equals U.S. access," São Tomé does not solve that. Look at Grenada with deep relocation plus E-2, or Turkey E-2.

Q: Why not push Nauru? It's USD 90K, even cheaper than São Tomé.
A: We do not actively recommend Nauru from May 2026. Reason: DD is strict, multiple clients paid the USD 5,000 DD fee and were rejected, and the fee was non-refundable. São Tomé is the same price, same speed, with the first Chinese-applicant batch through and fully remote already in production. The choice is clear.
