It is 4 a.m. in California on April 30, 2026. My office light is still on.

Over the past two weeks, I have answered the same question on WhatsApp from at least 40 overseas Chinese families: "Ken, Saint Kitts is now demanding interviews and fingerprints from April 14. Is the contract I signed still valid?"

I have done this work for 11 years. I made my first Saint Kitts approval in 2015. I have personally guided 300+ approved files. Let me state it bluntly first: this is not Saint Kitts tightening — this is the industry being reshuffled. The low-bar sieve that agents used to sell "3-month passports" is being replaced by a high-bar funnel that only serves real HNW clients.

What actually changed on April 14 (as of April 30, 2026)

The Saint Kitts and Nevis Citizenship by Investment Unit (CIU) implemented two binding rules on April 14, 2026:

That stack instantly retires the playbook 90% of agents used: "you sign, we file, three months later your passport arrives."

Who should still pursue Saint Kitts

Who should walk away from Saint Kitts

Three things 90% of agents will not tell you

  1. A failed interview is non-refundable. CIU due diligence fees of USD 7,500 per applicant plus government processing fees are gone if the interview fails. That is why pre-screening is taboo in this industry — many agents skip it just to lock the contract.
  2. A second wave of CIP reform is highly likely in late 2026. According to IMI Daily's April reporting, the government is openly discussing "genuine link" rules — phasing out passive donations in favor of physical residency or active business participation. This is the largest variable hanging over the program.
  3. USD 250,000 is not the all-in number. I will not lie to you — main applicant USD 250K + spouse USD 25K + government fees ~USD 25K + DD USD 7,500 + legal + translation + notarization. A real 4-person family lands at USD 345K–370K.

Real case: Mr. C from Shenzhen — a 90-day decision

Client snapshot (anonymized · processed by us in March 2026)

Mr. C, 47, Shenzhen hardware-export founder pivoting his SaaS arm. Couple plus 13-year-old twins. The pain was specific: kids needed UK IGCSE access, he himself was traveling to EU trade fairs 6–8 times a year. An agent had pushed him toward Turkey at "USD 400K, 4–8 month grant, free Schengen access." He hit the desk in our Zoom because that agent never told him Turkey is not in Schengen.

Ken's call: Mr. C's real need is Schengen + UK 180-day access. Saint Kitts is the bullseye. Under the April 14 rule, he must take the interview either flying to LA, flying to Basseterre, or virtual. We chose virtual + built an 80-page source-of-funds dossier covering 5 years of business banking, shareholder agreements, and tax compliance. Filed in March, currently in DD. If you want a one-stop solution that bundles policy stability + interview compliance + school planning, Saint Kitts remains the first one I recommend out of all 8.

What to do facing the April 14 rules

Macro headwinds will not be solved by luck. You need a certainty asset: a second passport.

Saint Kitts has now been through 4 prime ministers, 5 CIP reforms, and 2 rounds of US State Department pressure since 1984. It is still here. That is the answer.

FAQ · Saint Kitts 2026 interview mandate

Q: Are clients who signed before April 14 grandfathered in?

A: As of April 30, 2026, the CIU's official position is that pre-approval applications submitted before April 14 follow the old workflow. Anything after that date follows the new rules. If your contract is signed but not yet filed, ask your agent right now where the file actually sits.

Q: Can the interview be conducted in Mandarin?

A: Yes — the CIU-commissioned independent firm allows Mandarin interviews with a translator present, but the translator must be on the CIU-approved interpreter list, not someone you brought yourself.

Q: Saint Kitts vs. Sao Tome — USD 250K vs USD 95K — what does the price gap actually buy?

A: It buys Schengen + UK 180-day access + 41 years of program track record (since 1984). Sao Tome only launched in 2025 and has already restricted multi-nationality applicants in April 2026. Different stability tier altogether. My doctrine again — for families above USD 7M, Saint Kitts; for families USD 1–3M, Sao Tome; both must match your structure.
